Owning a couple of different laser pointers, I am well aware of the fact that they are sold as “< 5 mW" but often emit laser beams which are obviously exceeding these advertised limits by far. The only 100% safe way is to treat each of these devices as if it would be a laser cutter.
Knowing the amount of power emitted by the laser allows to adjust the protection level to a reasonable degree. That's why I ordered the Pocket Laser Power Meter and it delivers great for my use-case. I've successfully managed to identify those (rare) laser pens that emit indeed less than 5 mW and those (not uncommon ones) which emit a beam with more than 40 mW. I would not be able to pick them correctly from their projection on a wall (where two beams with the same power but different wavelengths appear with different perceived brightness).
